Today, Democratic Delaware Gov. John Carney signed a bill allowing Delaware residents to vote by mail in this year’s primary, general, and special elections. This legislation guarantees all Delawareans the opportunity to vote safely and securely during the COVID-19 pandemic.


The Department of Elections will mail applications for mail-in ballots to all voters in Delaware. Existing state law also requires that at least one in-person polling station will be open in each election district for those who need it.

Associated Press: Delaware residents will be able to vote by mail in 2020 as bill becomes law


All Delaware residents will now be able to vote by mail this year, after Gov. John Carney signed the bill into law on Wednesday. 


On June 25, the Senate gave final approval to the bill, which authorizes universal voting by mail in primary, general and special elections in Delaware this year. The bill cleared the Democrat-led Senate on an 18-to-3 vote after passing the Democrat-controlled House the week before on a strict party line vote.


Supporters of the bill said the coronavirus epidemic justifies allowing everyone in the state to vote by mail, rather than having to go to local polling places or request an absentee ballot.

WMDT: Gov. Carney signs vote by mail legislation


On Wednesday, Governor John Carney signed House Bill 346, which allows Delawareans to vote by mail in the 2020 primary, general, and special elections.


The bill makes voting by mail an alternative to in-person voting due to the COVID-19 pandemic, and establishes procedures for voting by mail, which are similar to the procedures for absentee voting.
